Assam Public Health Engineer's Association, Aging from its Birth

Way back in 1954, a small "PHE Cell" was created by State Government under the Director of Public Health with sanctioning of two AEs and an overseer (Junior Engineer-I) posts for formulating and implementing some schemes of providing drinking water under the Centrally Sponsored ‘National Water Supply and Sanitation Schemes’. There was quite dearth of engineers both graduate and diploma cadres. However, these two posts of Asstt. Engineers were filled up by hiring the service of Er. S.N.Sarma, Asstt. Engineer, PWD and Er. D.V.S. Murty from out side the State. The following year (1955), the fate of ‘PHE Cell’ glitted more with the sanction of the post of ‘Public Health Engineer’ of status of S.E., PWD along with a skeleton ministerial staff. Simultaneously, the ‘PHE Cell’ was renamed as ‘Public Health Engineering Organisation’. The services of Er. Pundarikakhya Sarma, E.E., PWD was hired on deputation to fill up this prestigious post. He joined on Sep.’56. Since his joining Er. Sarma whole heartedly devoted to paddle out the PHE Organisation from the custody of Director of Public Health, who had been endowed with the power of Chief Engineer, identical to PWD stream and allowed to function in accordance with the APWD Code. Untired, being functioned under a Doctor(DPH) and humiliated, Er. Sarma never looked back, rather fought with double vigour to pull out the functioning of Chief Engineership from the cluster of DHS and recognition as Major Deptt. In the long run, Er. Sarma could tame the state machinery and could get empowered the Public Health Engineer to run as the Chief Engineer, and re-designed the organization as Public Health Engineering Department in May ’61. Er. Sarma’s unforgettable role, sincerity, overwhelming effort and dexterity in uplifting the tiny cell to a department within a small tenure (about six years) in this department, highly deserves ovational appreciation from the successor brother engineers of the present PHED.

Immediately thereafter, Er. Sarma convened a congregation of all graduate engineers’ of all the department in the State central Library, Shillong on 12th. Aug ’61, where the Assam Public Health Engineers’ Association was given birth in presence of 2(two) distinguished Chief Guests, viz. En. Hari Prasad Baruah, Retd. Chief Engineer PWD and Ex. Principal, Assam Engineering College, Guwahati, and Er. N. Dasgupta, Principal, Assam Engineering College, Guwahati. In the first convention Er. P. Sarma was selected as the President & Er. Suresh Ch. Chakraborty was selected as the Secretary of the Assam Public Health Engineers’ Association. The two Chief Guests as mentioned above were selected as the Chief Petrons of the Association.

The first Executive body of the Association had drafted the constitution of the Association and approached the Govt. for its recognition. The efforted move became successful only after 26 years of long struggle and the Govt. was bound to recognize in 1987. However, the constitution of the Association invites some modifications to cope up with the size, strength of the present set up.
