    Dear Brother Engineers,
As desired by the President, APHEA and other Senior Members an extended Executive Committee meeting is called on 23rd August, 2016 in the O/O the CE(PHE), Assam, Water at 4.00 PM to discuss some vital issues. All members specifically the EC members of APHEA are requested to attend the meeting without fail. The outstation members will be provided TA if claimed with vouchers. The Agenda points are as follows-
1. Propose move to transfer SBM from PHED to P&RD. 2. Court case against posting of IAS officer as Secretary, PHED. 3. Correction of Gradation List of AE (PHE). 4. Commencement of 32nd AGM of APHEA. 5. Any other important issue.

    Minutes of the Meeting of the 6th Extended Executive Committee of the Assam Public Health Engineers’ Association (APHEA) held on 22nd January, 2015 at Additional Chief Engineer Office Conference Hall, Bamunimaidan, Guwahati-21 This 6th meeting of the extended executive body was presided by Er. Najibuddin Ahmed.The General Secretary, Er. Pallab Kr. Dasinitiated the discussion and requested to all to raise their point of concern. Major agendas raised by the association members are:- The Agenda Points: 1. Re Structuring of the PHE Department in the Division and Subdivision level in view of creation of7Districts and 20 Civil Sub-Divisions and also to cope up with the program of Sustainable Development Growth by 2030. 2. Discrepancies in the Seniority List of Assistant Engineer(PHE) etc. 3. Expansion and Proper Functioning of the PHED Technical Secretariat. 4. Functioning of the World Bank Project Scheme and the role of Technical Secretariat. 5. Problems related to posting of recent Promotes to AEE and EE. 6. Regarding Appointment of IT Engineer in PHE Department. 7. Selection of Venue and Probable date for 32nd Biennial Session of APHEA.

    An extended Executive body meeting is scheduled to be held on 5th October, 2015 monday at 4:30 PM. The venue is in the conference hall of Royal-de-casa hotel at Beltola Survey Bus stoppage, Guwahati. The agenda points of the meeting are - 1. Threat to the Technical Secretariat of PHED. 2. Functioning of Swacha Bharat Mission program and interference by non technical officers. 3. Role of our Technical Secretariat and Field level officers in functioning of the World Bank project schemes. 4. Non fulfillment of promotional vacancy posts since a long time. 5. Problems related to placement and posting of officers in Dima Hasao and Karbi Anglong district. All the members of the Assam Public Health Engineers Association (APHEA) are cordially requested to attend the meeting to discuss on these issues so that a future action plan can be made to overcome the problems for the greater interest of the Department. The members are also requested to have some informal discussions in the district level prior to attend this meeting so that vital and important inputs can be delivered in the meeting. Please get up and stand up for your right. Right to decide your own future. For your information, this meeting will be followed by a Fare well party with Dinner organized by the Senior officers under Lower Assam Zone to bid farewell to the officers retired in this year.     As per notification from the Personnel (A) Department Govt. of Assam vide No. AAL.18/2013/16-F, dated 18/11/2014 Sri Sidhartha Singh IAS is posted as Additional Secretary to the Govt. of Assam in PHE Department. He is partially placed as Managing Director, World Bank PHE Project and Nodal officer, MANASA ( Mukhya Manytrir Asomar Nirmal aruy Seuj Abhijaan). The undersign is seeking comment from all the members of APHEA on the appointment of an IAS officer in the PHE department, which has a Technical Secretariat and which is a purely a Technical cadre based organization. Please put your valuable comment as early as possible

    In the persuasion of APHEA, the proposal for up-gradation of 9 (nine) posts of Assistant Executive Engineer to Executive Engineer and Eleven post of Assistant Engineer to Assistant Executive Engineer and then out of these one post to the Executive Engineer for strengthening of the 10 nos. PHE Circle offices including Quality Control Circles has already been submitted by the Chief Engineer (PHE), Assam to the Govt. of Assam vide letter No. PHE-48/Estt./89/Pt/2456 Dated 23th April 2013.

    CONDOLENCE MESSAGE: Er. Swapan Kr. Banik, AEE (PHE) T/C, Office of the Superintending Engineer (PHE), Cachar Circle, Silchar died on 8th January, 2013. His premature and sudden demise has cast a pall of gloom in the engineering fraternity of the PHE Department. His simplicity, honesty and devotion to duty will always be remembered. The Assam Public Health Engineers’ Association (APHEA) has expressed deep sorrow on his sudden demise and expressed heartfelt sympathy to the bereaved family members. -Sd- General Secretary APHEA

    A memorandum regarding Promotion at different levels from CE to AEE in PHE Department for the year 2012 has been submitted to the Addl. Chief Secretary, PHED with copies to the Hon’ble Minister, PHED and Hon’ble Parliamentary Secretary, PHED by APHEA on 14/09/2012.
